Airports

EDSI was part of the team selected by the City of St. Louis to update the Airport Layout Plan and the associated Master Plan at St. Louis Lambert International Airport, an FAA-guided process. The prior plan was approved in 2013, and the Airport has experienced substantial growth since that time. The plan advanced to a feasibility study to consolidate the two separate existing airport terminals into one airport terminal. The project included the development of conceptual plans to relocate the existing main airport entrance located at I-70/Airport Drive to a new main airport entrance located at I-70/Cypress Road (approximately 1 mile west on I-70). The new roadway configuration will improve traffic flow and create a circulatory ingress and egress system. A new larger capacity parking garage is included in the proposed improvements.

As a subconsultant, EDSI’s work as part of the plan update related to landside facilities including roadways, bridges, and retaining walls. EDSI’s responsibilities for the facilities included the review of existing information including plans, inspection reports, and other available information; field observations and assessments of existing conditions; determinations of the effective remaining useful life; recommendations for either repair and/or replacement with associated time frames, and the development of cost estimates for the repairs and/or replacement of each facility. For the new consolidated terminal feasibility study, EDSI participated in the development of a feasible construction phasing plan for the proposed consolidated terminal roadway system including consideration of existing parking garage demolition, ingress and egress movements to/from the proposed parking garage, grading, and temporary terminal access roads during construction.

Over the last ten years, as a subconsultant, EDSI has completed the control and topographic surveys along with engineering support on over 15 projects. The various projects include Taxiway and Runway Reconstruction, pavement and safety improvements, and new Apron areas. Projects include:

EDSI assisted with the updating of the Master Plan and Airport Layout Plans for the Piedmont Municipal Airport and the Malden Regional Airport. The Aeronautical Survey was performed in accordance with FAA Advisory Circulars 150/5300-16A, -17C, and -18B. Navaid equipment was surveyed along with runway ends and profiles. Geodetic control was established using temporary Airport Control Stations in accordance with AC 150/5300-16A. Aerial control points were also collected sufficient to georeference orthoimagery. EDSI was 100% responsible for the tasks described and completed about 15% of the project.

As a subconsultant, EDSI provided environmental services associated with updating, developing, and completing St. Louis Lambert International Airport’s Environmental Management System (EMS) to ensure that environmental considerations are well-managed by the airport and continually improved. The purpose of the project was to document the existing environmental aspects associated with the Airport’s activities, products, and services; identify potential environmental risks; and define targets and objectives to monitor measurable environmental performance goals. Tasks included the development of remedial and/or environmental risk management measures; establishment and documentation of environmental training programs, practical environmental work practices, policies, processes, and procedures for assessing environmental impacts; providing effective communications for implementing corrective actions including site characteristics; development of environmental baselines and/or remediation of impacted sites; and integration of environmental emergency readiness protocols within the Airport.

EDSI, as a subconsultant, performed control surveys and topographic surveys for the rehabilitation design of Runway 8L/26R pavement and runway edge lighting at the Spirit of St. Louis Airport. The project included asphalt crack filling, paving fabric, thin asphalt overlay, minor grading, edge lighting circuit replacement, and edge light adjustments to grade.

EDSI, as a subconsultant, completed boundary surveys used for the master plan and future development at the airport. Research was completed for multiple parcels owned by the Airport in the area. Monumentation was located using high accuracy GPS observations to resolve the boundary of the parcels. A boundary survey plat was completed that included all parcels owned by the Airport.

EDSI, as a subconsultant, completed control and topographic surveys of 22 acres on site for the design of two new tee hangars, concrete pavement replacement in the location of existing hangars, and the re-grading of the Runway 9-27 approach areas. EDSI also completed Quality Assurance surveys during construction to determine contractor compliance with the design.
